Under the supervision of the Senior Sustainable Land Use Management Specialist of the NEPAD Planning and Coordinating Agency (NPCA) or his/her delegate, the Communications and Advocacy Officer (TerrAfrica) will take a leadership role in ensuring that the deliverables of the communication strategy are met. S/he will cultivate effective, professional and lasting relationship with key communication and technical constituencies (e.g., communication officers and relevant technical staff of all partner organizations).

The Principal Programme Officer (Food Security Analyst) will work in collaboration with CAADP Pillar 3, which aims to increase food supply, reduce hunger and improve responses to food emergency crises. The Principal Programme Officer (Food Security Analyst) will support the NEPAD Agency in advancing food security and agricultural development in the continent with a specific focus on improving food security policy and related decision making processes in implementing the Comprehensive Africa Agriculture Development Programme (CAADP) Framework for African Food Security (FAFS).

Expression of Interest for the Operation of the DotAfrica

DotAfrica will be adding value to the namespace as a recognizable phrase which focuses on the African identity. It is likely to capture the essence of the community served; DotAfrica will serve a community which spans over a large portion of region, therefore providing registrants with accrued possibilities for establishing their Internet presence. It is expected that the Africa small and medium size enterprises will greatly benefit from DotAfrica, as they thrive beyond their local markets to invade the regional and continental marketplace. The Internet will therefore become a platform for growth of the Africa business.

The introduction of the DotAfrica will create an attractive regional home for the Pan-African Internet community; this will be the first sponsored registry to be operating from Africa and therefore serving the specific needs of its communities.

Within this background, the African Union Commission is seeking the services of interested entities to operate the DotAfrica gtld.

Submission of Expression of Interest

One original and three copies of EOIs (in either English or French Language) must be received in one sealed envelope not later than Friday, 3rd of June 2011 at 1530hours local time. Late bid would be rejected and return unopened.

Kigali Protocol under revision

Comments and amendments

The protocol on the policy and regulatory framework for the NEPAD ICT Broadband Infrastructure Network (NEPAD Network) was developed by 14 countries of Eastern and Southern Africa. It is the enabling environment for the development of the continental NEPAD Network comprising of Uhurunet submarine cable and Umojanet cross-border terrestrial network

The protocol was signed in Kigali, Rwanda, by 12 countries and has so far been ratified by 8 of the 12 countries that signed it. It came into force after it was ratified by more than half of the countries that signed it, and now that it is in force, any Africa country can accede to it.

The NEPAD Planning and Coordinating Agency through its e-Africa Programme (previously known as the NEPAD e-Africa Commission), wishes to align as many African countries as possible towards the protocol, and is offering all countries across Africa an opportunity to review the protocol and propose possible amendments to it.

The Inter-Governmental Assembly (IGA), comprised of the countries that signed the protocol has already proposed some amendments to the protocol and the version of the “protocol under revision” contains the amendments proposed by the IGA.

The NEPAD Agency is therefore calling upon Ministries responsible for ICTs to involve all ICT stakeholders (ICT Policy Advisors, Regulatory bodies, telecom operators, Civil Society, Academia, ICT service providers, etc) in the review of the protocol.
