Context:
The IOM’s Immigration and Border Management (IBM) Programmes have evolved steadily over recent years in response to the need for innovative solutions to manage ever-increasing migration flows.
The IBM team – a core group of specialists in both headquarters and strategic locations in the field- is committed to support this evolution through providing the highest quality of service to IOM’s Member States.
In 2018, the IBM programme had over 300 active projects globally with a value of nearly 95 million USD. Throughout the year, 65 new projects were launched.
These projects underscore on-going government commitment to improve visa processing, migration and border management and they all contribute towards IOM’s global objective: promoting humane and orderly migration.
Under the overall supervision of the Regional Director for Central and West Africa, the direct supervision of the Chief of Mission/Head of Office and in close coordination with the Immigration and Border Management (IBM) Senior Regional Thematic Specialist at the IOM Regional Office in Dakar, the successful candidate(s) will be responsible and accountable for coordinating and implementing border management projects in a Country Office (CO) in Central and West Africa.
The successful candidate will be accountable and responsible for assisting with the planning, management and monitoring of border management activities.
Core Functions / Responsibilities:
- Implement and monitor Border Management projects in close coordination with relevant mission units and authorities. Analyze project progress and implementation reports, and identify and document significant project events, decisions, problems or deviations. Undertake duty travel, in line with prevailing security restrictions, relating to the provision of information and support with respect to project management and internal procedures for monitoring and reporting, and liaison with project partners or counterparts.
- Draft sections of regular project reports and documents in a timely manner according to IOM and donor formats, in close coordination with relevant departments at IOM.
- Assist with and follow up on administrative arrangements for the timely recruitment of project staff in accordance with IOM’s procedures and regulations. Participate in training and capacity building initiatives.
- Facilitate information management on project related activities and contribute technical inputs as required for the preparation of project updates, summaries, press releases and other relevant materials in coordination with IOM’s Public Information Department.
- Carry out monitoring and evaluation (M&E) activities for relevant projects. Apply standard operating procedures, manuals, guidance notes, M&E tools and methodologies in the implementation of project activities and recommend improvements in project delivery and coordination.
- Participate in relevant conferences, workshops, steering committees and technical working groups, as well as other forums to contribute to and facilitate the coordination of the Border Management activities in the country.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Studies in the National Border or Police Academy of country of residence may be considered an equivalent diploma with four years of relevant professional experience.
Experience
• Demonstrated border management experience, from both operational and policy perspectives;
• Previous experience in project development, implementation and evaluation, and/or programme implementation and management;
• Good knowledge of project formulation, administration and evaluation techniques and practices;
• Familiarity with EU project management and reporting requirements;
• Good level of computer literacy, including database applications;
• Familiarity with requirements for the construction of border posts is considerable advantage;
• Knowledge of the region is an advantage.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.
Note
Potential duty stations would be the following Guinea, Senegal, Mali, Niger, Nigeria, and Chad.
