Chemonics seeks a director of distribution center logistics for the USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM). GHSC-PSM will be the primary vehicle through which USAID will procure and provide health commodities, provide technical assistance to improve partner countries’ management of the supply chain, and collaborate with key international stakeholders to support global health initiatives. With more than 100 staff in eight offices around the country, this diverse and complex program sets out to strengthen the Zambian government’s capacity to develop sustainable systems that ensure availability and security of vital and essential health commodities through (1) increased data availability and use for informed supply chain decision-making, (2) improved quantification of procurement planning and coordination processes, (3) provision of cost-effective, reliable international and local procurement services, (4) improved efficiency in warehousing and distribution by Medical Stores Limited, and (5) increased strategic management and planning by the Ministry of Health for improved commodity security. The director of distribution center logistics will work with the country director and deputy country director to lead in-country technical assistance for GHSC-PSM in Zambia for improved warehousing, inventory management, and distribution of public health commodities for the central medical stores, Medical Stores Limited (MSL), the Ministry of Health, and the Government of the Republic of Zambia. Responsibilities include:
  • Lead and coordinate technical assistance activities for MSL and the Zambian government to enhance distribution center logistics and processes to promote continuous availability of quality pharmaceutical commodities, including products related to HIV/AIDS, malaria, family planning, and maternal and child healthcare commodities
  • Promote technical assistance for MSL to meet international standards and practices for pharmaceutical warehouses, such as guidelines of the World Health Organization
  • Refine, develop, and implement of standard operating procedures for warehousing and inventory control, including technical statements of work, performance criteria, standard bidding templates, receiving of stock, returns, storage bin management, health and safety, waste management and innovative outsourcing; promote adoption of a quality management system and explore introducing standards such ISO 9000 certification
  • In coordination with GHSC-PSM HQ, oversee technical assistance for optimization and simulation analysis activities to help MSL make informed decisions on policies and allocation of resources to enhance the warehousing and distribution of health commodities
  • Strengthen MSL governance and leadership to enable agile management and responsiveness to organizational needs; review country supply chain strategic planning and provide technical assistance for a transition to a regional warehouse model
  • Increase MSL’s capacity to review incoming data, determine the appropriate quantities to issue, and process orders and queries
  • Provide technical assistance to MSL, the Ministry of Health, and Zambia Medicines Regulatory Authority to take active steps toward adopting GS1
  • Prove technical assistance to improve management of performance monitoring for MSL. Develop tools for efficient warehouse operations including key performance indicators, service level agreements, score cards, dashboard tools, self-performance reports, score sheets for audits, and others
  • Provide technical assistance to improve MSL’s Warehouse Management System (WMS) capabilities
  • Provide oversight of supplemental direct support activities to MSL and the Ministry of Health in the form of 3PL distribution services, seconded warehouse operations staff, supplemental storage space, and infrastructure support to enhance warehousing and distribution capacity both centrally and regionally
  • Encourage technical teams to identify, experiment, and implement innovative supply chain solutions and best practices
  • Supervise assigned managers, develop roles and responsibilities, design and monitor professional development plans, conduct annual performance appraisals, develop SMART goals, and periodically monitor progress towards objectives
  • Supervise a team of technical specialists to optimize warehousing space, enhance distribution services, increase storage capacity in country, and strengthen organizations involved in leading supply chain logistics in country; keep staff abreast of current best practices such as radio-frequency identification and GS1
Qualifications:
  • Bachelor’s degree in supply chain management, logistics, or a related field required; master’s or other advanced degree preferred
  • Minimum ten years of experience managing or providing technical assistance for distribution center logistics, to include warehousing, inventory management, WMS implementation, and distribution
  • Experience in application of GS1, the SCOR model, Lean, ISO, and demand planning concepts required
  • Experience working in a fully or semi-automated warehouse operational environment will be an added advantage
  • Experience providing technical assistance for management of public sector health commodities in an international setting preferred
  • Experience managing supply chain operations in a private sector setting preferred
  • Good interpersonal skills
  • Knowledge of USAID funding and its contractual and reporting requirements preferred
  • Strong project management skills and leadership and motivational abilities
  • Strong written and oral communication skills
  • Excellent problem solving and decision-making skills
  • Proficient English
  • Demonstrated leadership, versatility, and integrity
