The Famine Early Warning Systems Network (FEWS NET), funded by the United States Agency for International Development (USAID)/Chemonics International, seeks a highly qualified and motivated Senior Markets and Trade Analyst to lead in the market-based response aspect of the project’s various decision support activities, referred to as Enhanced Market Analysis (EMA); and support other aspects of the Home Office Technical Team’s portfolio of activities including Markets and Trade, Livelihoods, and/or Food Security analysis and reporting.

Principal Duties and Responsibilities (Essential Functions)

Market Based Response Feasibility Analysis (~ 75% of time)

• Provides technical guidance on market-based response analysis (especially cash programming), in response to decision support requests from USAID to inform both development and emergency program design.
• Contributes to building a knowledge base to inform analyses of the appropriateness and feasibility of different response modalities in focus countries. This will include contributing to desk research to understand the markets, humanitarian logistics/supply chain, financial services, and livelihoods context in areas under consideration for market-based response options.
• Engages with the broader cash transfer programming (CTP) community of practice (including but not limited to the Cash Learning Partnership, Markets in Crisis, Food Security Cluster Groups, Cash/Voucher working groups, USAID implementing organizations in focus countries and CaLP).Define FEWS NET’s contributions and role in this broader community of practice and play a leadership role in ensuring the success of FEWS NET’s contributions.
• Supervises and contributes to desk research on the design, strengths, and weaknesses of past market-based response activities implemented in focus countries and their priority sub-national areas, as defined by USAID/FFP.
• Supervises the development of market-based response analysis related field assessment tools and agendas in focus countries and their priority sub-national areas, as defined by USAID/FFP.
• Supervises short-term consultants onboarded to support market-based response analysis field research.
• Trains field assessment teams to ensure understanding of the assessment tools and consistency across field assessment members.
• Supervises and participates in field assessments, when possible, given prevailing security conditions.
• Drafts sections of FEWS NET deliverables, with guidance from the Home Office Technical team.
• Provides general support to the team to ensure the successful completion deliverables. This may involve making phone calls to set up interviews, data entry, as well as other forms of ad hoc logistics and technical support.

Sector support to the FEWS NET Home Office Technical Team (~25% of time)

• Leads and/or supports other aspects of the Home Office Technical Team’s portfolio of activities including Markets and Trade, Livelihoods, and/or Food Security analysis and reporting. This may include providing technical oversight and/or preparing markets and trade focused reports and decision-support products (Price Watch, Price Bulletins, Supply and Market Outlook Reports, Market Fundamentals Reports) among others).

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

• Fluency in English required, French and/or Arabic language skills highly desirable
• Master’s degree in a discipline directly relevant to the position, preferably in Economics or International Development. Directly related professional experience can substitute for education experience.
• At least five years of experience in the field of international development, humanitarian assistance or another related field, with two years of experience conducting response analysis in a developing country setting. In country experience designing, implementing, monitoring, or evaluation cash transfer programs in country highly desirable.
• Familiar with EMMA, RMA, MIFIRA, or other market assessment tool as used in the humanitarian context
• Experience providing technical support, guidance and training on issues related to market-based response design, implementation, and analysis
• Experience in people management and particularly with remote management
• Experience carrying out research and analysis on market-response related topics (i.e. systematization of experiences, lessons learnt, monitoring and evaluation, etc.)
• Extensive experience working with major donor organizations or research institutions involved in food assistance or food security analysis (e.g., USAID, USDA, WFP, IFPRI, universities)
• Demonstrated ability to work with international and multidisciplinary team members with minimal supervision
• Past professional experience in Sub Saharan Africa and the Middle East is highly desirable (particularly experience related to Yemen, South Sudan, Nigeria, Haiti, Mali, Zimbabwe, Ethiopia)
• Demonstrated leadership, versatility, and integrity
• Strong presentation and representation skills
• Ability to work effectively with a diverse group of staff across 25 country and regional offices
• Ability to travel internationally, approximately 30 percent of the time (intensity of travel will vary considerably throughout the year. Peak travel times are typically the months of June through August)
• A track record of producing high quality written deliverables under tight deadlines
