International Organization for Migration Vacancy for Consultant – ES/NFI Market Capacity Assessment

IOM is the lead agency for the Emergency Shelter/Non-Food Item Cluster (ES/NFI) in Ethiopia since 2011. Beginning in 2017, IOM began piloting cash assistance for ES/NFI response in Ethiopia. The modality rapidly expanded to other ES/NFI Cluster agencies in the course of 2017 and in response to conflict induced displacement along the Oromia and Somali Regional border which rapidly escalated from September.

Purpose of the consultancy

The consultancy will support IOM and the ES/NFI Cluster in Ethiopia to assess market capacity for key Non-Food Items in major market sites in Addis Ababa, Oromia and Somali Regions. The market capacity assessment consultant will work under the overall guidance of lead consultant with direct management of the market assessment teams and field missions.

Scope of the Consultancy:

Output 1: Plan and lead the market capacity assessment field missions (20 days)

· Activity 1-1: Develop field mission plans for site visits to key market locations in proximity to Oromia and Somali Regional border in coordination with Lead Consultant, ES/NFI Cluster agencies and the team

· Activity 1-2: Conduct consultations with stakeholders at country level including ES/NFI Cluster Coordinator, ES/NFI Cluster Agencies, the National Disaster Risk Management Commission (NDRMC) of the Federal Government of Ethiopia (GoE) and additional relevant humanitarian actors

· Activity 1-3: Develop assessment tools to be deployed on the market capacity assessment missions including 5 key commodities identified by ES/NFI Cluster agencies

· Activity 1-4: Lead evaluation team on field assessments in 2-3 key market sites in Oromia and Somali Regions of Ethiopia as permitted by field mission schedule and local security context

· Activity 1-5: Provide remote management of field teams if needed as determined by access issues with field sites

· Activity 1-6: Compilation and circulation of field mission reports

Indicator 1-1: # of Field mission reports produced (Target: 2)

Indicator 1-2: # of market sites assessed between Oromia and Somali Regions (Target: 5)

Output 2: Plan and lead assessment of financial service providers operating in Oromia and Somali Regions (5 days)

· Activity 2-1: Prepare data collection tool on financial service providers

· Activity 2-2: Develop registry of financial service providers including service fees, geographic areas of operation, modalities of transfer and partner institutions

· Activity 2-4: Contribute to the development of field mission report from market capacity assessments

Indicator 2-1: # of Field mission reports reviewed and disseminated (Target: 1)

Indicator 2-2: # of field sites planned and reached in Oromia and Somali Regions (Target: 5)

Output 3: Prepare final market capacity assessment report (5 days)

· Activity 4-1: Draft final summary market capacity report on consultancy activities including market mapping; feasibility of markets to response to cash based assistance in remote locations; mapping of domestic producers and supply routes to regional markets.

· Activity 4-2: Revision of report based on IOM Emergency Post Crisis unit and ES/NFI Cluster Coordinator and Lead Consultant review

· Activity 4-3: Sharing of final report on evaluation and market capacity assessments in Oromia and Somali Regions of Ethiopia with IOM Emergency Post Crisis unit and Lead Consultant.

· Indicator 4: # of research documents produced on ES/NFI market capacity in Ethiopia (Target: 1)

Timeline:

· Date of commission to work immediately.

• Field mission for 15 days.

• First field mission reports to be completed after 5 days from the last field mission.

• Final report disseminated after 10days from the field mission report.

Qualification:

· Minimum of 10 years’ international experience in humanitarian and/or cash based programming

· Advanced degree or Masters in social sciences, humanitarian programs or similar relevant field

· Proven field experience in undertaking humanitarian assessments in remote field locations

· Prior experience in the region (Ethiopia, Somalia, Kenya, Djibouti)

Languages:

Fluency in spoken and written English required. Knowledge of local languages in the region is an advantage.
