The Monitoring and Evaluation (M&E) Officer is central to the mission of the organization. You will be responsible to help design and deliver M&E services for programs in East Asia, South Asia, the Middle East, East Africa, North Africa, the Sahel and Europe, as well as internal M&E within the organization. You will work on critical issues, including social inclusion, CVE, security/justice, migration, human trafficking and modern slavery. You will be responsible for monitoring and reporting on projects for internal and external stakeholders. Strong candidates have several years of M&E experience in conflict-affected and developing countries, and a passion for the work. Seefar is highly organized and requires the ability to use online software effectively. You should have strong English writing skills and a writing sample, and enjoy working in a high-performing team environment (most meetings on Skype). We are looking for someone with:
- 5-10 years experience in monitoring and evaluation, including.
- Experience designing theories of change and evaluation criteria for effectiveness and efficiency.
- Experience in programmatic reporting and the communication of robust and defensible data that meet internal and external requirements.
- Experience engaging effectively with donors preferred.
- Fluent/Superior writing skills in English (for reporting to donors)
- Strong analytical skills, including the ability to analyse quantitative data using software (examples may include SPSS, Stata, R, Tableau; experience analyzing qualitative data using Atlas.ti or NVivo a plus).
- Effective prioritisation and organisational skills, with an ability to work under pressure with minimal supervision.
- Attention to detail.
- Interpersonal skills and an ability to coordinate with teams.
- Expertise in one or more of Seefar’s themes (modern slavery, migration, security/justice) preferred but not required if candidate has strong track record of design and delivery for M&E projects.
The following are the primary responsibilities of the role, with estimated allocations of time and attention.
Deliver: Project and Mission Implementation
Approximately 70% of your time and attention:
- Monitoring projects including:
- Producing regular monitoring and status reports for donors and internal stakeholders and project boards.
- Designing and creating monitoring tools such as online dashboards and reporting tools.
- Identifying project implementation issues to help project teams improve delivery.
- Participating in the design of project M&E frameworks including:
- Reviewing project background and implementation materials.
- Creating and reviewing project theories of change.
- Supporting the evaluation of projects and reviews including:
- Collecting data and participating in interviews and reviews.
- Analysing project monitoring and evaluation data.
- Drafting evaluation reports, including findings and making recommendations.
- Liaising with internal and external stakeholders to ensure alignment.
- Other M&E and administrative tasks as required.
Develop: Capabilities and Program Portfolio
Approximately 20% of your time and attention:
- Helping to further develop Seefar’s M&E capabilities and processes. For example, this would include designing better monitoring dashboards, developing better monitoring systems, and participating in recruitment.
- Strengthen Seefar’s M&E reputation and profile in our areas of interest.
- Assist in fundraising for Seefar. This would including building and maintaining contacts and networks with potential supporters.
Direct: Global Management
- Represent and demonstrate Seefar’s values.
Approximately 10% of your time and attention:
- Cooperate with other areas of Seefar, including to communicate substantive and administrative information that supports corporate management overall. For example, this would include adhering to financial and HR procedures.
Your work as a Monitoring and Evaluation Officer will require you to travel. The minimum travel schedule for the past 12 months is provided as an indication of this commitment:
- Attending twice-yearly all permanent personnel meetings. In 2017 these were in Amman, Jordan and Dubai, UAE.
- Attending team meetings. In 2016-17 these were in the UK, Turkey, Spain and Italy.
- Travel to implementation countries to review projects. Examples of where you might travel to include Ethiopia, Tunisia, Iraqi Kurdistan, Sudan, Egypt, Nigeria, Senegal, Kenya, Italy and Greece.

An Excellent Candidate
To excel in this role, you will start with an undergraduate degree as a minimum and have at least four years experience working on monitoring and evaluation in conflict affected and developing countries, preferably with familiarity on the themes Seefar specialises in. You have demonstrated strong analytical skills, including with quantitative data. You have solid experience using Google Sheets and/or MS Excel effectively. Your English writing skills are excellent and you have the ability to synthesize metrics into clear and concise reports. You know how to take requirements from a donor or stakeholder and turn them into monitoring reports that meet expectations. You are highly organised, have the ability to prioritise and are highly productive. You can work well with little direction, but know when to ask for support. You enjoy team work and have the ability to work with a multi-cultural team. You will be motivated by an Enterprise performance framework focused on social impact.
