Since September 2017, Malteser International is operational in Bangladesh, mainly through a local partner organisation. Malteser Internationals activities are targeting health and nutrition support to the refugees fleeing violence in Myanmar and since then living in refugee camps in Cox Bazar. Currently, the health program includes basic health care services and nutrition support in two health facilities in Cox Bazar.
As Partner Program Administrator you will support the partner organisation in all financial, administrative and logistic aspects of the current and planned projects, ensuring and maintaining compliance with Malteser International and donor procedures, standards as well as rules & regulations. You will work closely with the partner organisation, as well as with the Partner Program Coordinator in Bangladesh
Responsibilities:
- Ensure compliance with Malteser and donor standards, rules and regulations as well as financial, administrative and logistic procedures during program/project planning, implementation and closure and ensure that they are implemented, used and adhered to by the partner organisation
- Supervise, monitor and advise relevant staff of the partner organisation to ensure that their administration, logistic and finance systems adhere to Malteser and donor standards and provide training as necessary
- Ensure sound planning and preparation of budgets, amendments and forecasts together with the Partner Organisation and the Partner Program Coordinator and line managers
- Review, approve and submit donor financial reports/liquidations and ensure that they are prepared in line with Malteser and donor reporting requirements
- Ensure correct utilisation of Malteser and donor procurement guidelines, supply chain management forms and oversee fleet management
Ensure the installation of finance software and the train the partner organisation in using the relevant finance Software
Qualifications:
- Minimum 3 years post qualification experience in financial and administrative management
- In depth knowledge of financial control systems, accounting, budget planning and financial reporting in humanitarian aid projects and the ability to install finance software
- Experience in working with national partner organisations and implementation of trainings
- Proven experience in administrative standards and requirements of donors
- Proven experience in logistics, office organisation and human resource management
- Experience in working with national partner organisations and implementation of trainings
- Ability to be a flexible team player and to promote productivity in a pleasant working environment
- Good coordination and organisational skills such as timely follow-up
- Ability to work in a multicultural environment
- Physical and mental strength, readiness to live near a refugee environment
- Fully computer literate (Microsoft Office, accounting software), ability to implement new software packages in field locations
- Fluency in English (written and spoken), preferably also in German

- Excellent and proven interpersonal communication, mediation and leadership skills, including the ability to effectively lead and work in a team
- Diplomatic and negotiation skills in dealing with partners, different authorities, donors, partners and institutions

Conditions:
- Starting date: As soon as possible
- Intended duty stations: Cox Bazar, Bangladesh with regular travel to Dhaka, Bangladesh
- Duration of contract: 6 months (extendable)
- Salary according to qualification and experience, insurance package, accommodation in team house, one home flight per year of employment
