INTRODUCTION The position is located in the Project Coordination Office (PCO), to be established in Mogadishu. The PCO in Mogadishu will be responsible for overseeing on-going and future ILO EIIP supported projects in Somalia, the CO Addis Ababa, which covers Ethiopia, Djibouti, Somalia, Sudan and South Sudan, and which is the Special Representative to the African Union (AU) and the Economic Commission for Africa (ECA). The CO Addis Ababa provides high quality, timely and integrated technical support in the design and implementation of Decent Work Country Programmes (DWCPs) within the framework of outcome-based work plans. The ILO’s Employment-Intensive Investment Programme (EIIP) is providing policy advice, technical advisory services, programme and project development, capacity building in the field of employment-rich and decent work through public and private investments in economic, social and environmental infrastructure. Most of the ILO’s supported projects in countries under CO-Addis Ababa are designed to make use of these employment-intensive investment strategies, either through sectoral or municipal investment programmes or through targeted employment creation programmes and emergency employment schemes. The EIIP Specialist will also provide policy advisory services, technical guidance, and develop and support EIIP initiatives in the sub-region. The position will work closely with other specialists in the sub-region, the Decent Work Technical Support Team for North Africa and the Country Office for Egypt and Eritrea in Cairo (DWT/CO-Cairo) and technical units in headquarters, the ILO’s International Training Centre in Turin, other UN agencies, other international organizations and the donor community to draw up expertise and resources required for undertaking the work programmes. The Specialist will work with the ILO Regional Office for Africa in achieving ILO priorities for the region and may also be called upon to technically contribute to the work in countries in the North African sub region as well as to provide inputs to global initiatives on EIIP. Description of Duties Specific duties1.Ensure effective and efficient coordination of ILO support to constituents in Somalia, in line with the DWCP for Somali, UN ISF and NDP and collaboration with other UN agencies within the UNCT as well as development partners. 2.Ensure that all on-going and future ILO supported development cooperation projects for Somalia are effectively and efficiently managed and comply with the ILO rules, regulations and procedures, and that results delivered are duly communicated by beneficiaries and that they reach supporting entities. 3.Define collaborative and joint initiatives with national and international partners. Contribute to mobilization of funds and develop EIIP project proposals for new projects, maximizing opportunities for interagency collaboration through the UN joint programme framework Provide specific inputs for the preparation of agreements between ILO and its donors, collaborators and partners. 4.Identify specific needs of the target countries in the sub-region and develop EIIP related strategies based on these needs in conformity with the overall ILO mandate, CO Addis Ababa strategies and priorities, DWCPs and UN inter agency plans. 5.Promote in all work the ILO Decent Work Agenda and ensure that the ILO’s position in cross cutting themes such as rights to and at work, social dialogue, gender equality and vulnerability, safety and health, and environment is visible in all EIIP work. 6.Promote the implementation of Employment and Decent Work for Peace and Resilience Recommendation, 2017 (No.205) and the ILO Jobs for Peace and Resilience Programme (JPR) Flagship concerning the role of employment and decent work in prevention of and response to conflicts and disasters. Develop material for ILO and for partner fora on best EIIP practices in crisis-affected areas and demonstrate how these interventions contribute to peace and resilience building. 7.Develop, design, backstop, monitor and evaluate Employment Intensive Investments Infrastucture programme/development cooperation projects. Prepare detailed work plans and budgets and ensure timely and successful delivery of technical inputs against work plans and based on set criteria in consultation with relevant ILO staff and partners. Define and prepare specifications for technical inputs, draw terms of reference for external collaborators, oversee selection and supervise the support for timely and successful implementation and certify the delivery of outputs. 8.Assist national technical line ministries and other partner agencies through sharing international experiences and innovations, establishing technical standards, procedures and specifications for EIIP works covering issues such as contracting, procurement, engineering work designs, implementation, monitoring, technical reporting and evaluation. Establish mechanisms to monitor and ensure compliance to specifications and to set standards. 9.Build capacity of national partner agencies, both public and private sector, and train and mentor technical personnel to manage implementation of EIIP projects. Participate in EIIP training/capacity building courses and link up with, institutes benefitting from and contributing to sub-regional capacity building programmes (e.g. the General Agreement of Collaboration with African Vocational Training Institutes). 10.Participate in relevant meetings, evaluations, baseline/impact assessments, workshops, seminars, study tours, etc. organized by or on behalf of the ILO. Take an active part in specialist fora with regard to infrastructure, water and other relevant sectoral working groups in the UN system or other stakeholder groups. 11.Assist in the improvement of systems for EIIP programme management, logistical and support services, ensuring knowledge sharing across projects and countries in the sub-region as a member of the EIIP Global Team. 12.Perform other relevant duties as assigned. These specific duties are aligned with the relevant ILO generic job description and the following generic duties: 1.Design and promote a wide range of special subject-matter-related programmes, This involves: analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation. 2.Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes. 3.Provide policy advice to ILO’s constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities. 4.Formulate and submit project proposals and seek funding. 5.Evaluate the efficiency and effectiveness of the project activities. 6.Undertake technical advisory missions independently or in collaboration with other specialists. 7.Conduct seminars, workshops and technical meetings and training courses. 8.Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields. 9.Write manuals and/or training guides on related topics. 10.Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors’ meetings, international, regional and national fora and advocacy campaigns. 11.Monitor and coordinate research carried out by junior technical officers and external collaborators. 12.Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports). 13.Participate in tripartite reviews on development cooperation activities and international meetings and conferences. |

Required Qualifications | |||
Education Advanced university degree in Civil Engineering with related fields like construction and infrastructure or environmental engineering. An additional qualification in project management, public administration such as local government procurement or teaching skills would be an advantage. |

Experience At least eight years of experience at the national level or five years at the international level in civil engineering or related field. Experience in employment-intensive local resources-based development policies, programmes and projects with a background in institutional capacity development and delivery at local level. Experience with operational policies and procedures of ILO, UNDP, multi-bilateral donors and development banks would be an advantage including experience with employment-intensive investment strategies from developing countries. |

Languages Excellent command of English. Knowledge of another working language (French, Spanish) of the Organization or a language of the Eastern or Northern Africa region would be an advantage. |
