The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.
Role Description
Following the adoption of an ICRC Framework and three year Strategy for Education (2018-2020) in July 2017, the ICRC is recruiting an Education delegate to develop this work in South Sudan. Based in Juba, and reporting to the Head of Delegation, the incumbent will work within a large multi-disciplinary team to examine the impact of conflict on education in the areas where ICRC is operational and propose strategies and program(s) to address this deficit.
Main responsibilities
Internal main responsibilities:
- Assess, together with field teams, and program coordinators, the impact of conflict on access to education and determine a current baseline of education service delivery. Specific attention is expected in areas where ICRC has a field presence and as part of a holistic approach towards the civilian population. Specific attention is also sought in relation to juveniles in detention and current initiatives underway to address this challenge.
- Establish criteria of intervention and content of intervention, in conjunction with field and Juba based teams so as to frame any possible operational intervention.
- In coordination with the main operational departments in the South Sudan delegation, propose and outline interventions, based on the existing Access to Education Framework and 2018-2020 Strategy, to address such deficits in ensuring access to education for predominantly primary and secondary level children.
- Propose program options to delegation management on how most effectively ICRC could respond to and carry out interventions to enhance access to education. Program proposals will be based largely on the utilization of existing ICRC field programs (most notably in the Protection and Assistance fields) adapted to respond to the needs which have to be identified and analysed.
- Support, as appropriate, the implementation of, reporting on and monitoring of impact of such programmes as may be developed.
- Contribute to the development of lessons learned, operating procedures and developing reference functions on education within ICRC
External main responsibilities:
- Ensure a working dialogue and relationship with the Ministry of Education, and any other appropriate line Ministries and in consultation with the delegation management.
- Establish and maintain links with appropriate organisations in South Sudan who are working in the wider education in emergencies sector. These include UN agencies, cluster, NGO’s, South Sudan Red Cross, donor representatives and other local bodies
- Consider any relevant operational partnerships or introductions of agencies to ICRC geographical areas of operation or thematic areas where complementarity is felt to be part of a programme approach.
- Ensure information flow and any coordination or collaboration as necessary with external agencies
Requirements
- Experience in, or knowledge of the education sector, and in particular education in emergencies.
- Programme implementation experience at a field level, with management an advantage
- Enthusiasm for this area of work and for making a contribution.
- Strong and open team player, who can also assume independent responsibility
- Some knowledge of or experience in ICRC or the Red Cross /Red Crescent Movement
Skills
- Strong motivation and commitment to humanitarian work and the ICRC values and principles.
- Proven capacity to adapt to new environments and integrate within multidisciplinary teams
- Sound capacity to network and negotiate
- Able to work under pressure in a potentially dangerous environment
- Ready to travel
Our operational and field constraints
- In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals
- Candidates must be in good health and will have to do a medical check-up prior to the departure in the field
- Candidates must possess a driving license (for manual transmission vehicles)
- Candidates must be prepared to accept unaccompanied postings (i.e. no spouse, partner, children or dependents) for the first two missions (minimum 12 months each) or total of 24 months
