In Haiti, Malteser International has been operational since the earthquake in 2010.
After initial emergency relief and rebuilding efforts, our programs concentrate on building up the structural capacity of civil society and local authorities in the in the nexus Food Security, WASH and DRR. A community-based partner approach is at the core of our projects in Haiti. We work closely with national partners in the urban slum areas of Cité Soleil and Tabarre, and also the rural region of Belle Anse in the southwest of Haiti.
To support our country office in Port-au-Prince, Haiti, Malteser International is looking for an experienced Program Coordinator.
As Program Coordinator, you will provide overall leadership, strategic direction and operational management in line with Malteser International’s policies, procedures and guidelines. You will work closely with the Country Management Team and national implementing partners ensuring the smooth implementation and development of programs and projects according to set targets and identified needs. There is a collaborative approach with the Regional HQ with regular coordination and joint decision-making.
Responsibilities:
- Oversee and manage program operations and project implementation in the field through national project managers and national implementing partners, ensuring high quality and adherence to internal and external standards
- Ensure internal/external reporting in compliance with Malteser regulations/procedures and donor regulations
- Overall responsible for budget control and donor grant management
- Monitor and evaluate program activities and results, performance, progress and effectiveness, always striving to improve quality of implementation
- Contribute to the development of Malteser International´s strategy in Haiti and diversifying sources of funding
- Responsible for program development, incl. assessments/fact finding missions, proposal preparation and extension of donor and activity portfolio
- Management, supervision and capacity development of currently 1 international and 30 national staff, as well as various national implementing partners
- Ensure regular update and implementation of security guidelines, monitor the overall security situation and adapt program implementation accordingly
- Active networking and representation of Malteser International in Haiti towards national and international institutions, organizations and donors
Qualifications:
- Minimum 5 years overseas experience in a senior management position in humanitarian assistance and/or development programs; academic degree in a related field
- Strong international project management skills and experience, including project cycle management, logical framework, monitoring, proposal and report writing
- A sound understanding and experience in budget and finance management, as well as in administration and logistics procedures
- Previous experience in acquiring funding and managing multiple international donors’ grants, especially from German Government, EU, USAID, etc.
- Prior experience in managing programs in the thematic areas of Food Security, WASH and DRR and community based approaches an asset
- Excellent and proven interpersonal and leadership skills including the ability to effectively motivate a team and to diplomatically manage the relationship with national partners, different authorities and donors
- Prior experience in safety and security risk management or as Security Focal Point
- Prepared to work and live with limited resources and under difficult circumstances
- Able to work under pressure and with tight deadlines
- Fluency in French and good knowledge of English with excellent verbal and written communication skills, Spanish would be an asset, given a south-south cooperation with a Colombian national partner’s technical support in Haiti
Conditions:
- Starting date: as soon as possible, latest by February 15th 2018
- Intended duty stations: Port-au-Prince, Haiti, with regular travels to the program locations in Belle Anse and other areas of Haiti
- Duration of contract: 12 months (extendable)
- Salary according to qualification and experience, insurance package, 184,50 USD housing allowance, one annual R&R, one flight home/year
