British Council Job Vacancy for Country Examinations Manager – Ethiopia Addis Ababa

About the Job:
The Country Examination Manager will be responsible for financial planning, budget management, oversight of operational delivery, compliance with quality and security standards, liaison with customer service and staff management.
Role Purpose:
It’s aimed at Increasing opportunities for young people to learn new skills and gain UK qualifications by providing managerial support as part of the English and Exam Strategic Business Unit. The post holder will manage all aspects of our Exams operation in Ethiopia.
Main Accountabilities and responsibilities:
Operational management;

  • Management of exams administration and delivery across Ethiopia, including IELTS, Aptis, Professional and other exams and accountability for maintenance of highest standards. All Quality Compliance Assessment (QCA), IELTS audit and other exam board standards met or exceeded. Positive feedback is received from candidates and awarding bodies.
  • Venue management, selection and budget – in accordance with venue policy, efficiency and value for money.
  • Management of exams-specific technology to ensure that current and future needs of the business are met in a cost-effective way. This includes ownership of all administrative systems online registration and payment for all exams, and maintenance of other systems as appropriate.
Financial planning, budget monitoring and management;

  • Management and oversight of all Exam budgets and accountability for Exams income, volume and quality targets. Agree targets for volume, income and quality. Ensure that planned and reforecast income/expenditure is entered onto SAP and signed off by the Country Director and Regional Director Exams by the agreed deadline.
  • Business performance against planned targets is monitored on a monthly basis and informs budget management assurance reporting for FCCF.
  • Report on monthly progress of actuals and forecasts to year-end against year-to-date and annual budgets. Discuss country performance and any variances from plan with the Regional Exams Team, Finance Teams, and Head of English and Exams, and recommend an appropriate course of action.
  • Cost analyses of products and exams delivery is carried out regularly (at least annually) and used to inform strategic decision-making.
  • Reconciliations and accruals completed according to agreed timetable.
HR & Line management;

  • Line management of Exam team (currently 3 full time staff) in line with corporate performance management procedures
  • Line management of part time and hourly paid staff (Examiners, Invigilators, Clerical markers)
  • Leadership and development of operational/administration team, including staffing capacity assessment to ensure needs are adequately met in all areas. Staff model reflects the shape of the business. Working hours are managed effectively across operational team.
  • Management of venue staff recruitment, training and monitoring processes for all exams. Venue staff are recruited, contracted, trained and monitored in accordance with British Council and exams body regulations and procedures.
