The Deputy Chief of Party (DCOP) supports the Chief of Party in providing strategic leadership and strategic management oversight for project implementation. In addition, given the scope of the reading program, the DCOP will specifically be responsible for the training delivery system involving overseeing the planning of training and coaching activities, monitoring, and detailed logistics from the center to the districts; the DCOP will also ensure that Fidelity of Implementation activities are timely and accurately tracked.
Roles and Responsibilities
Technical
Assist the COP in setting and pursuing a results-oriented program strategy in consultation with USAID, other partners and stakeholders. Provide direct technical leadership and oversight to the training delivery system, specifically related to planning and implementation, and coordination of logistics. Support the teacher capacity building activities in the teacher training and e-learning activities, Monitoring, Evaluation Learning (MEL), Fidelity of Implementation. Support the Math Pilot activities -planning and implementation, monitoring of progress and reporting. Provide guidance and technical support to the COP on issues related to technical areas/functions and to ensure that all activities are consistent with accepted best practices. Provide guidance and technical support to the Senior Reading Advisor on issues related to the development of reading materials and associated training activities, helping to ensure that all activities are consistent with accepted best practices within the Ghanaian context. Assist in identifying and accessing technical resources and cost share opportunities within and for the project. Oversee engagement of technical working groups/committees to ensure effective technical collaboration/contributions from the relevant arms of the Ministry of Education, Ghana Education Service, the Autonomous Board and teacher education institutions in Ghana.
Managerial
Support and/or guide the strategic decisions around program planning and work plan implementation for all technical areas Ensure the development and use of operational plans, budgets, and reports templates to ensure quality implementation and compliant submission of technical deliverables. Supervise the technical areas of training and capacity building, regional implementation, and liaise with the relevant arms of the Ministry of Education, Ghana Education Service, the Autonomous Board and teacher education institutions. Support and blend the activities of Learning Implementing Partners (Olinga Foundation, Ghana Institute of Linguistics, Literacy and Bible Translation and School-to-School) in workplan development and implementation. Support recruitment of national and international advisors to support the project based on activity demands. Provide input to the project’s research and monitoring and evaluation activities. Support the publication unit of the Learning Project to develop documentation processes and capabilities to ensure documentation and dissemination of project results/activities. Support the Chief of Party in developing progress reports to USAID and FHI360 through quarterly and annual progress reports, and technical reports as needed. Act in place of the COP when required. Assist the COP, operations manager with the design and operation of management systems and operating procedures for the implementation of project activities. Provide inputs to the COP, Operations and finance and administration team necessary for project budget projections, expenditures, tracking and reporting.

Qualifications:
Degree in education, international development, or related field required, Master’s degree preferred 8 years of relevant project management experience providing technical leadership to major donor funded education and development projects, preferably with activities or components relating to education in conflict and crisis environments. 2+ years of senior project leadership of USAID or US government funded projects. Technical and/or project management experience in the education sector in Ghana. Willingness to travel throughout Ghana, including rural areas and locations with limited access or secure infrastructure. Demonstrated ability to work effectively work with USAID and international donors, government counterparts, and project stakeholders. Excellent team building and supervisory skills. Fluency in written and spoken English and at least one Ghanaian local language.
