UN Office on Drugs and Crime in Egypt Job Vacancy for Programme Assistant

In response to its enhanced mandates to provide technical assistance related to combating terrorism, organized crime, corruption and drugs, UNODC continues to deliver technical assistance to requesting States. The assistance supports States strengthening criminal justice and health systems to ratify and successfully implement international conventions and protocols, in compliance with the rule of law and human rights.

UNODC technical assistance activities in the Middle East and North Africa (MENA) are undertaken under the broad framework of the Regional Programme on Drug Control, Crime Prevention and Criminal Justice Reform in the Arab States. The Programme contains the following Sub-Programmes: (a) Countering illicit trafficking, organized crime and terrorism; (b) Promoting integrity and building justice; (c) Drug prevention and health.

A steady high level of activities with numerous direct technical assistance to countries, as well as national and regional/sub-regional workshops, characterize the Regional Programme. Specialized training courses for national counterparts for enhanced and focused learning have proven to be one of the successful assistance activities which regularly receive positive feedback.

The incumbent will perform his/her functions under the direct supervision of the Programme Associate (Terrorism Prevention) and overall guidance of the National Programme Officer (Terrorism Prevention) and the International Terrorism Prevention Expert (all of them in the Programme Coordination and Analysis Unit) placed in the UNODC Regional Office for the Middle East and North Africa (ROMENA).

External contacts:

The work of the incumbent entails dealing with external contacts from different UN agencies and other counterparts inside and outside the duty station.

III. Purpose of the assignment

1. Summary of the key functions:

The incumbent will assist in the provision of technical and administrative services related to programme implementation in the MENA region, primarily those related to counter-terrorism. The incumbent will carry-out the following general tasks:

· Contribute to the implementation of UNODC technical assistance activities in Egypt and in other MENA countries, as required, by undertaking administrative support activities and other assigned tasks; and

· Work in close collaboration with UNODC staff both in Cairo and in the other Programme Offices to coordinate activities and to ensure consistent service delivery, as well as to assist the Terrorism Prevention Expert and, when required, other Project Coordinators and Programme Associates monitoring a range of administrative matters, including financial flows, expenditures and other budgets/financial reports.

2. Specific tasks to be performed by the Programme Assistant:

The incumbents will fulfill the functions of Programme Assistants to counter-terrorism activities and initiatives implemented by ROMENA, as well as to other projects as required, and will assist in the provision of technical and administrative services related to programme development and implementation in the region. More specifically, the incumbent will fulfill the following tasks:

· Assist in initiating and finalizing budget revisions, work plans, inventory lists, notes to the file, etc. to facilitate implementation and monitoring of project activities;

· Provide support to projects on aspects related to expenditures and the preparation of payment requests in UNODC administrative systems;

· Contribute to developing a filing system for projects, and maintain filing accordingly;

· Organize international and national conferences, meetings, seminars and workshops held within or outside of Egypt, and travel to the events’ location if needed;

· Prepare travel plans and organize traveling dates for various missions of the Terrorism Prevention Expert, and other staff as required. Prepare and forward authorizations to travel agents to issue air tickets, request payment of Daily Subsistence Allowances (DSAs) and terminal expenses, and determine appropriate budget lines;

· Prepare any document needed for consultants’ contract and follow up on payment requests of their fees as per their terms of reference;

· Prepare all the necessary payment requests in UNODC administrative systems (Profi and Field Office Management Ledger) and follow up with UNDP offices in the region on project expenditures and payments;

· Perform other duties, including drafting of correspondence, contributing to project documents, sending out faxes, maintaining appointment diaries, scheduling appointments, etc.

· Plan and organize procurement of goods and services required for the Office, ensure compliance with, and verify, regulations and procedures to be applied when procuring goods or services. Identify suppliers and initiate procurement processes, and follow up with suppliers to ensure timely delivery;

· Prepare informal translations and act as interpreter when required;

· Assist in producing brochures and other documentation for UNODC;

· Perform any other duties as required.

IV. Competencies and Critical Success Factors

Professionalism: Good knowledge of the mandates, priorities and operational modalities of UNODC, especially in the counter-terrorism area. Good analytical and problem solving skills, including ability to identify and contribute to the solution of problems/issues; sound judgment and political sensibility.

Communication: Effective communication (spoken, written and presentational) skills. Ability to prepare, consolidate inputs and finalize expenditure reports, project budget documents and other relevant materials.

Teamwork: Good inter-personal skills and ability to establish and maintain effective partnership and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.

Planning, organizing and managing performance: Ability to plan own work, manage conflicting priorities and to use time efficiently. Ability to organize and implement activities and outputs. Ability to maintain focus and pay attention to necessary details.

V. Recruitment Qualifications

Education and Experience:

· University degree in Business, Public Administration, Project Management or related field

· 3 years of progressively responsible administrative or programme experience is required at the national or international level.

· Work experience with the United Nations or similar international organisations is desirable

· Work experience with the Umoja financial management system is desirable.

Other desirable skills:

Experience in the use of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages; experience in handling web-based management systems.

Language Requirements:

· Excellent written and oral English and Arabic languages.

· Knowledge of French is an advantage.
