Objectives
The overall objective of the consultancy is to provide technical support to Addis Ababa Bureau of Women and Children Affairs (AA BoWCA) to develop regional/city action plan for children and child mainstreaming guideline
The specific objectives include:
* Review thematic focuses, strategies and activities forwarded by sector bureaus as an input for the City Plan of Action for Children
* Assess the documents against UNCRC Concluding Observation and Recommendation priorities and propose issues to incorporate as well as focus areas and structure/organization of the Action Plan
* Review the Federal Child Mainstreaming Guideline developed by MoWCA and propose content and structuring of city/regional child mainstreaming guideline
* Gather input and build consensus on the proposed focus areas and structure/organization of the Action Plan and the Child Mainstreaming Guideline
* Compile draft City Action Plan for Children and Child Mainstreaming Guideline with AA BoWCA
Specific Tasks
The specific tasks to be performed include but are not limited to the following:
> Develop a work plan and detailed outline and agree on the plan with AA BoWCA and UNICEF. (5 days)
> Conduct documents review which will include sectors contributions to the City Action Plan for Children, UNCRC and ACRWC-COR, Federal Child Mainstreaming Guideline (10 days)
> Submit summary on proposed focus areas and organization of City Action Plan for Children and Child Mainstreaming Guideline (5 days)
> Engage with AA BoWCA and sector bureaus to build consensus on focus areas and organization of the documents as well as to gather information/input (15 days)
> Produce draft City Action Plan for Children and Child Mainstreaming Guideline (20 days)
> Produce PowerPoint presentations on the Action Plan and Child Mainstreaming Guideline and present in stakeholders workshop (7 days)
> Provide brief status updates on activities every two weeks to AA BoWCA, Child Rights and Mainstreaming Directorate and Child Rights Officer, UNICEF SPESI.
Methodology
Desk/document review and consultations with relevant sector bureaus to:
* Assess situation of children in Addis Ababa and inform prioritization and formulation of the City Action Plan for Children
* Identify key actors and institutions pertinent in child rights and welfare promotion in Addis Ababa City Administration, analyse their mandates and inform formulation of the City Child Mainstreaming Guideline

Reporting and payment
The consultant shall provide bi-monthly status update to the AA BoWCA, Child Rights and Mainstreaming Directorate and Child Rights Officer, SPESI. Payment will be effected after submission of deliverables as outlined above.
Expected background and Experience
The national consultant should have:
* Academic qualifications – advanced degree in human rights, social work, sociology, law or in any related social science.
* Employment experience – A minimum of five years professional relevant work experience in the area of child rights and programme development related to child rights and welfare.
* Knowledge of International child rights frameworks and national policies and strategies pertinent to child rights and welfare, as well as government structures
* Strong analytical and writing skills.
* High proficiency in English and Amharic as some of the documents to be reviewed are in Amharic, but deliverables will be presented in English.
* Ability to complete the task in a tight schedule and with limited supervision.
