Project Engineering for Onshore Oil & Gas, with focus on facilities, manifolds, flowlines and pipelines and well hook-ups.Principal Accountabilities:
Single point responsibility for delivery of facilities, pipelines and manifolds in BAPETCO and interfaces with other departments (Petroleum Engineering, Operations, as well as engineering and construction contractors)
Must be independent and self-motivated to ensure safety and integrity standards are applied on BAPETCO Projects.
Purpose:
The BAPETCO Project Engineer reports to the Lead Project Engineering, who reports to the BAPETCO Dep. General Manager, Projects. The main purpose of the Project Engineer is to:
- Drive the delivery of greenfield and/or brownfield projects
- Ensure projects are delivered on time and budget during execution phase inclusive of design, procurement, fabrication, construction and commissioning
- Manage contract(s) and work with contractors to resolve issues
- Manage project contractor(s) design and construction teams and ensure work delivered in line with the contractual requirements
- Have close hands-on involvement with day-to-day construction planning and execution
- Measure and initiate performance improvements for execution of projects
- Provide leadership and support for project engineering in the Projects Department
- Apply Asset Integrity Process Safety Management, applicable to Design Integrity
- Ensure requirements for successful handover are met including OR&A deliverables
- Drive continuous improvement in projects
Accountabilities:
Responsible for facilities projects from conceptual design including FEED, detail design, procurement, fabrication, construction, commissioning and handover.
BAPETCO has an in-house TA structure and design capability but the majority of detail design is undertaken by external contractors. Fabrication and construction activities are undertaken by external contractors utilizing call off contracts where applicable. Commissioning is a combined effort from Projects, Operations and the Engineering contractors. The Projects department is accountable for the coordination, performance monitoring and improvement, handover requirements, budget, schedule, quality and site safety of new capital works with primary responsibility for individual projects undertaken by the Project Engineer.
The BAPETCO Projects Department has Engineering Managers and Concept Lead Engineers to manage the discipline engineering aspects and front end engineering respectively. The team is capable of providing the necessary expertise and leadership for the successful delivery of opportunities from initiation to handover. The Project Engineer will form an integral part of this team and will require a proven experience base in discipline and front end engineering to ensure maximum value is delivered by the team.
The challenges in the Project Engineer position are wide ranging requiring a combination of skills in commissioning, construction and project management. The position must also have extensive experience in managing procurement from requisition through to delivery including FAT, vendor documentation management, progress monitoring and dispute resolution.
Dimensions:
The Projects Department is currently executing a project portfolio of approximately US$ 80MM per year excluding green field developments. The Project Engineer would be solely responsible for approximately $5-15MM of Capex per year.
Future growth and capacity to handle an increasing workload in the Projects Department is likely to rely on the use of Engineering Consultants in Egypt complimented by specialist support from SGSi.
Special Challenges:
The BAPETCO Project Engineer position offers a wide range of technical challenges covering brownfield and greenfield work. Early production from exploration successes using existing BAPETCO or third party infrastructure is routinely required and sometimes involves innovative solutions for equipment re-use. The Project Engineer is faced with carefully balancing all requirements to achieve acceptable solutions.
BAPETCO operates under governance of two distinctly different shareholders, whilst significant investments and production capacity is allocated to third parties under a production services agreement. The requirements and working methods of the involved parties can sometimes be conflicting requiring skillful balancing to reach acceptable proposals.
