Logistic and Admin Officers At Danish Refugee Council-Central Africa Republic

We are seeking two experienced Logistics and Admin Officers to manage our logistics & admin officer, based in Paoua-Republic Central Africa.

Who are we?

Danish Refugee Council (DRC) has operated in C.A.R since 2007. DRC has recently scaled up its emergency activities in its areas of operation to respond to the growing needs of displaced and other conflict-affected populations. Besides immediate assistance, camp management and livelihoods support, DRC is recognised as one of the most active organisations in protection and community and social mobilisation both in Bangui and in several CAR provincial Prefectures. DRC teams endeavour to support the auto protection initiatives of the most vulnerable communities in order to contribute to durable solutions. Further, community mobilisation, conflict education and management have been included in the protection framework in order to address the root causes of the conflict and the increasing divide between communities. Different initiatives that facilitate dialogue have initiated in order to support inter community dialogue and to contribute to the improvement of the protective environment for the conflict people.

Duties and Responsibilities

The Logistics and Admin officer reports to Head of base, technically to logistics Coordinator. He is responsible for ensuring that efficient and appropriate logistic support is provided for all Ouham program activities. He/she should ensure that all DRC and donor logistics procedures are followed through a direct and technical management of Batangafo and Paoua logistics team members. The Logistics and Admin Officer Should ensure all logistical measures are taken to ensure the timely implementation and to maintain regular contact with Bangui logistics team for supplies as technical matters.

Procurement:

· Implement and maintain DRC standard procurement practices, keeping records to full audit trail standard under donor regulations as well as DRC Internal Procurement Procedures for all activities

· Ensure to obtain the necessary authorisations / approvals, execute the purchase of appropriate supplies for projects and arrange delivery in a timely and cost effective manner with minimum risk

· Liaise and co-ordinate with the relevant departments regarding delivery of supplies and keep all parties informed of any changes in a timely manner

Assets and stocks

· Ensure the proper repairs and maintenance of equipment coming from the field offices.

· Ensure coding and proper tagging of assets and the maintenance of an up to date and proper asset inventory for office and houses

· To ensure that the proper administrative procedures and standards for order follow-up, ordering, stock keeping and dispatch are followed.

· Ensuring the stock administrative system is in place and used on daily basis and quarterly/monthly reconciliation’s is done. Monthly report is being produced and shared with programme staff to give them an idea what they have got in the stock for their planning purposes.

Management Team

· Manage the national logistics staff team including recruitment, team building, and disciplinary action where necessary and conducting appraisals.

· Build the capacity of the logistics team through ongoing training and staff development with the aim of increasing skills and responsibilities within the national team

· Conduct security briefing and logistics induction for all new team members

Security

· Support the Head of Base in ensuring implementation of security measures according to DRC security guidelines and monitoring of the same

· Support in the on-going monitoring of the security situation and the provision of guidance to teams/sites as required

· Facilitating the evacuation of field based teams if necessary

· Facilitating medical evacuation where necessary, as per the Medivac guidelines.

Admin and Finance

· Initiate and monitor the progress of programme logistical activities in line with the respective work plans

· Develop and update procurement plans to ensure timely provision of supplies and equipment

· Contribute to the regular sitreps and submit monthly logistical reports to line/technical managers

· Ensure timely contributions to donor reports

About you

Qualifications, experience and competences

• University degree logistics and procurement management or a relevant equivalent

• Previous experience of logistics management in an NGO

• Security management experience in an unstable and volatile environment

• Fluency in French and English (written and spoken) is a must.

• Confident and proficient in the use of MS Office

• Excellent management and personnel skills to enable the motivation, encouragement and participation of a mainly national team, including remote management.

• Strong team communicator and facilitator between the interests of different departments

• Problem solving ability with equipment ranging from PC’s to vehicles and radios.

• Strong capacity building skills

• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities

• Strong coordination, communication and diplomacy skills

• Strong administration and organisational ability.

• Willingness to travel extensively in the field

• Ability to work under stressful conditions in an isolated area

• Experience of establishing strong working relationships with colleagues from different functions and cultures

• An understanding of and commitment to DRC mission and values

• Ideally, you will also have previous experience working in Central African Republic.

We offer
Contract: A 6-month contract, with possibility for extension.
Duty Station: Paoua, Central African Republic.
Starting date: As soon as possible.
