The Opportunity

Plan International Sierra Leone is looking to recruit a Quality Assurance, Impact and Learning (QAIL) Adviser to be part of the DFID funded 5 year GEC-T project. This project is subject to funding and will commence in May 2017.

Working across 12 districts in some of the most remote areas of Sierra Leone, the QAIL Adviser will lead a team in the successful monitoring and evaluation of the project. They will also provide support to community organisation, implementing partners and Plan programme staff to systematically measure project progress, as well as developing and maintaining quality assurance.

The QAIL Advisor will be required to:

  • Oversee the development of the projects monitoring, evaluation and learning systems for all 4 delivery partners
  • Ensure that key programmatic activities and processes are well informed by programme evidence
  • Ensure that quality and impact assessment is integrated into programme design, and that it contributes to the development of monitoring and evaluation skills within the consortium.
  • Establish and maintain a system to monitor high quality programme delivery for the project.
  • Provide technical support in capturing shared learning by consortium members through the project to inform programme implementation
  • Develop and maintain quality assurance with an effective monitoring and learning assessment process and systems
  • Plan, organise and participate in regular project steering committee meetings through which key project decisions, plans and strategies will be approved.
  • Representation of the project in national forums and platforms and within sector working groups and to government and external stakeholders

The Person

To be considered for this opportunity, you must have experience working within primary educational initiatives, ideally those designed to improve learning outcomes and/or reduce access constraints.

You should have excellent knowledge of monitoring, evaluating and implementing learning systems and have high level conceptual, programme design and analytical skills.

Proven coordination, contract design, management and supervision skills are imperative, whilst familiarity with history, dynamics and working environment in Sierra Leone would be an advantage.
