U.S. Agency for International Development Recruits Deputy Assistant Administrator

The Bureau for Legislative and Public Affairs (LPA) is responsible for managing the Agency’s external affairs and provides central Agency focus and overall coordination for all aspects of legislative, public affairs, and internal communications matters. The incumbent serves as the Deputy Assistant Administrator (DAA) to the Assistant Administrator in the Bureau for Legislative and Public Affairs, with responsibility for the daily oversight, management and supervision of the Divisions of House Affairs, Senate Affairs, and Legislative Reference.

Duties

As the Deputy Assistant Administrator, you will:

  • Have overall responsibility, as well as provides oversight, advice and guidance to LPA’s Congressional Liaison staff on the development and implementation plans for Bureau- and Agency-wide legislative strategies.
  • Be responsible for the direction and management of large-scale agency programs and operations to efficiently achieve specified goals and objectives.
  • Serve as the primary agency advisor on various Bureau programs and events.
  • Serve on inter-agency, national, and/or international special work groups, task forces, or expert panels on special projects or studies critical to the resolution of far-reaching operating issues and problems.
  • Develop, conceive, plan, and implement policies and guidelines affecting broad, emerging, and/or critical agency programs.
  • Establish and maintain effective working relationships with various high-level individuals, including Members of Congress and their staff, other legislative and executive agencies, executives of major corporations, and distinguished members of the public.
  • Serve as the principal representative and consultant for the agency at interagency and international meetings dealing with issues and information in the area of expertise and program responsibility.
  • Manage and supervise the activities of Bureau personnel

TECHNICAL QUALIFICATIONS – MANDATORY

You will be evaluated on the following Technical Qualifications:

TQ1 – Demonstrated executive-level experience working with Members of Congress, staff and/or Committees, preferably with a focus on foreign affairs and international development. Experience should demonstrate successfully formulating and executing legislative strategies, including working with authorizing and appropriations committees.

TQ2 – Demonstrated executive-level experience coordinating legislative affairs activities based on extensive knowledge of an organization’s major programs and policies. Experience should demonstrate successfully collaborating and coordinating the organization’s legislative priorities and actions with other organizations, preferably within the Inter-Agency, the White House, National Security Council, Departments of State and Defense, and other Federal agencies and departments.

There is no education requirement for this position.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under Executive Core Qualifications (ECQs) and Technical Qualifications (TQs). Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of possession of each of the ECQs and TQs listed below in supplemental statements. These statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. FAILURE TO MEET OR FULLY ADDRESS ANY ONE OF THE MANDATORY ECQS AND TQS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.
