OBJECTIVES OF THE PROGRAMME :
The objective of the WHO Country office EPI & Surveillance Programme is to support the Ministry
of Health & Sanitation to ensure that:1. Continuous fostering of inter-agency collaboration & coordination on EPI is realized,2. Increased EPI coverage for under-ones is achieved and maintained,3. Integrated diseases surveillance and response (IDSR) is strengthened.4. The control, elimination & eradication programme of vaccine-preventable diseases are effectively implemented.
Description of duties:
1. In collaboration with the National EPI and surveillance Data Managers establish a network of EPI
and IDSR reporting of public and private health facilities and identity focal persons in the districts,
and coordinate monitoring of EPI routine coverage trends and IDSR surveillance, and SIAs when required.

2. Assist national EPI and surveillance team in organizing annual computerized data management training of the district, DOO’s, M&E and surveillance officers, with special emphasis on monitoring of EPI coverage and IDSR diseases trends and participate in all EPI training/orientation/briefing activities at all levels.

3. Ensure that monitoring of EPI coverage trends
and IDSR activities is conducted in all health facilities and assist the routine immunization and surveillance officers at the national level to achieve and maintain the set targets in line with the EPI and IDSR plans.

4. Conduct regular supportive supervision and on the job training as required to the District DOO’s, M&E and Surveillance Officers and reporting health facilities with special attention to routine immunization and IDSR.

5. Support health promotion officers in preparing advocacy tools using the EPI routine coverage and IDSR disease trends with focus on poor performing
districts.

6. Provide technical support for reducing drop-out rates and missed opportunities and for
timely intervention in district /health facilities with declining coverage.

7. Compile and provide data analysis to the national EPI and surveillance team and on routine EPI coverage and IDSR on monthly basis using standard templates so as to identify high risk areas within the provinces and determine most appropriate strategy accordingly.

8. Participate in the national operations control
centre during SIAs and ensure daily generation of data, provide technical advice and feedback to all
concerned.

9. Provide technical support for and participate in the planning, preparation, implementation, monitoring, evaluation and reporting of all immunizations and surveillance activities as required.

10. Together with national EPI team support the compilation of actual district micro and work plans and the development of a comprehensive national annual work plans.

11.Provide technical support and participate at national and district levels with the National EPI Team
in the planning, monitoring and evaluation of vaccine and cold chain management and maintain the computerized vaccine management and report to IST.

12. Together with the national EPI and surveillance team ensure that EPI and IDSR activities are monitored and regular update and detailed feedback on immunization and surveillance activities in the districts are shared with districts and stakeholders through appropriate channels.

13. Support national EPI and surveillance team to
compile and prepare monthly routine EPI and IDSR data tables with focus on routine coverage, monitoring, supervision and training of immunization and IDSR activities with special attention to the routine immunization/surveillance quality indicators.

14. Coordinate the compilation of all relevant information and database from EPI and surveillance for submission to IST and for WHO-UNICEF Joint Reporting Forms, GAVI Progress Report, CMYP and others data needs.

15.Upon request from the WR and EPI team leader assist with other activities.
REQUIRED QUALIFICATIONS
Education
:
Essential : Must possess at least a Diploma related to health sciences. A Diploma in Socio-demographic/population studies and in statistical analysis would be an advantage.

Desirable: A Diploma in Socio-demographic/population studies and in statistical analysis would be an advantage.

Skills:
Coordinate maintenance of EPI routine coverage trends and surveillance systems as well as SIAs
when required; assist the national EPI team in organising annual computerized data management
training in the country and the districts; participate in all EPI training/orientation/briefing activities at all levels; monitor the implementation of EPI coverage trends and surveillance activities in all health facilities and assist the routine immunization and surveillance officers at the national level to achieve and maintain the set coverage targets in line with the EPI strategic plan; compile and provide data analysis to the EPI team on routine EPI coverage and all EPI coverage and all EPI diseases trends on a monthly basis using standard template so as to identify high risk areas within the country and determine appropriate strategy to be used; participate in the national operations
control centre during SIAs and ensure daily generation of data, provide technical advice and feedback to all concerned; provide technical support for and participate in the planning, preparation, implementation, monitoring, evaluation and reporting of all immunization activities as required by the EPI Unit.
Experience:
Essential: Some years of working experience as a Health Data Manager.

Desirable: Experience in immunization, EPI/IDSR data management and applicable software for
immunization.
Languages:
English expert level required, French working level required;
