Job Description

JSI Research & Training Institute, Inc. (JSI) has received funding from the United States Agency for International Development to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in northern Ghana. SPRING’s work is designed to support USAID/Ghana and its other partners to accelerate progress towards reaching a measureable reduction in malnutrition in the Feed the Future Zone of Influence, with particular emphasis on the highest burden districts in Northern Region and Upper East Region. The Project ends on September 30, 2017.

Job Summary
The District Finance and Administrative Coordinator (DFAC) ensures the effective and compliant operationalization of the financial and administrative functions and systems in SPRING’s 15 district offices.

The DFAC provides direct, proactive, hands-on support in all finance and administrative matters to district offices staff. He ensures that SPRING Ghana district financial accountabilities to USAID management is adhered to in a timely and quality manner.

This position requires frequent travel to SPRING’s 15 district offices in Bawku West, Bongo, Central Gonja, East Mamprusi, East Gonja, Garu Tempane, Gushiegu, Karaga, Kumbungu, Mion, Talensi, Tatale-Sangule, Tolon, Yendi, Zabzagu.

Major Duties and Responsibilities include, but are not limited to:

Specific Responsibilities will include, but not be limited to, the following:

  • Travel to district offices to review financial and administrative arrangements and systems and make appropriate recommendations as required;
  • Work with district staff to establish district budgets, budget, cash requests, bank reconciliations, cash book (bank register), cash expense register.
  • Assist with financial management including payment to vendors, travel reimbursement for office staff, preparation of monthly salary disbursement, and request for funds transfer from Tamale Office, prepare bank reconciliation reports, and monitor the petty cash reimbursement system;
  • Review all activity budgets from the district and ensure for completeness, compliance, reasonableness and timeliness before payment is made.
  • Train and build capacity of district staff to enable them to prepare complete, accurate and timely monthly budget reports, bank reconciliations, cash books, expense registers, cash requests, inventory registers and other reports as necessary.
  • Review all reports coming out of the district offices for completeness, compliance and correctness.

Motorcycle Management

  • Establish management systems for motorcycles (log sheets, repairs and maintenance, registration, etc.) and ensure compliance to systems.

Administration

  • Negotiate hotel and workshop venue rates and establish agreements with vendors.
  • Track fixed assets in all the districts.
  • Manage office leases for all the districts.
  • Determine co-share agreements and MOUs as necessary for sharing of office space, utilities etc. in the districts.
  • Monitor and ensure that office infrastructure and equipment are in good condition.  Ensure maintenance schedules are established and take place as required.

Others

  • Act as backup to the Finance Manager and/or the Finance Officer as needed.
  • Any other duties as may be assigned by the supervisor.

Required Skills or Experience

  • University Degree in Business Administration (Finance or Accounting option) or a Professional qualification such as ACCA, CPA, etc. or other qualification relevant to the position.
  • 5 years of experience in financial and administrative management preferably with USAID- funded projects;
  • Ability to work independently with minimum supervision in a multi-cultural environment;
  • Excellent written and verbal communication, analytical, decision making, problem solving and administrative skills;
  • Must be able to juggle multiple assignments, meet deadlines, work flexibly in a dynamic, fast paced environment and maintain sense of perspective;
  • The position requires a fair minded, people oriented and caring individual with excellent interpersonal skills and sensitivity to diversity;
  • Successful experience in similar jobs;
  • MS Word and advanced Excel, computerized accounting system (QuickBooks) and internet;
  • This position requires a highly motivated individual with a strong customer service orientation and a demonstrated commitment to JSI’s organizational values and financial regulations;
