Job Description

Role and Responsibilities

Support many of the logistics activities of the program. On a day-to-day basis the Logistics Officer carries out a variety of functions required to ensure the logistical needs of the program are met and that all logistical activities are delivered efficiently, accurately and on-time. All activities are carried out in line with policies and procedures and according to any applicable donor, HQ or field guidelines.

Key Activity Areas

Logistics

  • Support logistical activities such as procurement, supply chain, stock management, transport, facilities, communication and IT, maintenance and asset tracking.
  • Liaise with managers to provide effective logistical support to the project and field staff.
  • Ensure all activities are carried out in line with guidelines and procedures.
  • Carry out frequent and thorough checks on the quality of equipment and supplies.
  • Work with management to ensure the security of all property and equipment.
  • Meet the logistics related administrative requirements of donors, local legislation, suppliers, contractors and any other stakeholders.
  • Ensure that a clear and transparent paper trail is in place for all logistical transactions, project records are kept in an orderly and timely fashion, and the filing (archive) system is in line with donor requirements.
  • Provide training, advice, mentoring and coaching as required to staff on logistical procedures, internal controls and the logistical requirements of donors.
  • Develop and maintain positive relationships with suppliers, local authorities, project partners and any other stakeholders.
  • Develop logistics and procurement plans for current operations; design and develop standard operating methods to manage logistics operations efficiently.
  • In close collaboration with the CoP, DCOP and Finance Officer, lead tender, RFQ and RFP processes; participate in bid openings, review of quotations and selection processes
  • Ensure project staff members are abreast of procurement policies and regulations
  • Ensure that logistics requirements take gender-specific needs into consideration.
  • Support the Finance Officer with voucher review and other tasks as needed.
  • Prepare plans for liquidation and downsizing.

Required Skills or Experience

  • Bachelor’s degree preferably in a field like business administration, management, industrial technology or industrial engineering
  • Minimum of 2-3 years’ experience operating a logistics in any of the areas of fleet and stock management, warehousing, procurement preferably in an NGO setting
  • Strong working knowledge of English (spoken and written)
  • Ability to interpret financial data and cost estimation
  • Orientation in systems and continuous improvement
  • Proven experience of using MS office application (Word, Excel, Access and PowerPoint)
  • Able to make decisions within a consultative and supportive framework
  • Willingness to travel frequently, sometimes to various areas as needed
