JOB SUMMARY
The Health System Strengthening (HSS) Advisor works in close collaboration with the Project Director and serves as a member of the SUSTAIN Project Management Team. The HSS Advisor provides strategic leadership and expertise in HSS and sustainability interventions including the integration of healthcare services in partner health facilities. S/he will apply best practices in HSS and sustainability programming, work closely with all teams to identify, document, adapt, replicate, and disseminate best practices. The HSS Advisor coordinates the health systems strengthening and sustainability initiatives of the SUSTAIN Program by collaboratively developing and implementing tools and interventions that promote excellent management practices at Partner Treatment Facilities and faith based umbrella organizations to build sustainable systems that encourage maximization of efficiency in the use of resources.
SPECIFIC RESPONSIBILITIES
A. Health Systems Strengthening
As the Health Systems Strengthening Lead, the incumbent will provide overall management and supervision of all HSS activities. S/he is central to the successful achievement of Caritas Nigeria HSS strategy. Provide technical leadership and ensure overall management, implementation, monitoring, evaluation, documentation and design of the following HSS activity areas:
- Assessment of health systems across all Caritas Nigeria/SUSTAIN supported health care facilities and Faith Based Denominational Health Departments; Conduct baseline assessment for partner organizations to determine gaps for improvement; Develop and implement action plans aimed at improving organizational and health systems; Develop indicators for measuring the achievement of HSS objectives and the systems to institutionalize them at PTFs.
- Health financing and resource management at all Partner Treatment Facilities
- Policy/advocacy – coordinate technical assistance to Faith Based Organization and Hospitals to develop a supportive legal and policy environment that enables faith based public health programs to operate at a high level of service. Provide targeted support for key advocacy activities, and carefully align program needs to policy requirements.
- Human resources for health – support Faith Based Organizations on policy and systems aimed at improving management of health workers; assist in support around issues of health workforce planning, distribution and retention, pre-and in-service training, and performance management.
- Leadership/management – under the broader rubric of governance, support faith based organizations to strengthen governance structures and systems, better manage and lead their facilities.
B. Capacity Building
- Coordinate and implement capacity building plans and other initiatives to build on strengths and address weaknesses identified by assessments.
- Ensure all CCFN capacity building activities meet the needs of partners and are conducted based on best practices.
- Ensure necessary training and technical assistance is made available to PTFs in order to develop capacity in all supported facilities.
C. Sustainability Planning & Development
- Collect and analyze comprehensive information on the current sustainability potential of PTFs using standard assessment tools
- Work with Program Director in the development of the CCFN SUSTAIN Sustainability Plan and lead implementation of plan
- Build the capacities of Implementing Health Facilities in the areas of advocacy, fund raising, governance and strategic planning
D. Government Engagement
- Support representation of the program as warranted to government officials, partners, NGOs, UN agencies and the different diplomatic Missions.
- Maintain and/or develop productive relationships and communication with the key individuals in relevant Government Ministries (MOH, MOF,) and agencies (SACA, LACA), counterpart institutions and NGOs, foreign and local NGO community, UN Missions, Diplomatic Corps, USAID.
- Ensure that program results and success stories are shared to the extent possible with relevant Government Ministries (MOH, MOF,) and agencies (SACA, LACA), counterpart institutions and NGOs, foreign and local NGO community, UN Missions, Diplomatic Corps, USAID
E. HSS Program Coordination
- Ensure effective coordination of health systems strengthening activities among all teams involved in HSS interventions within Caritas Nigeria and external collaborators as the need arise;
- Coordinate CCFN program integration strategy and plans, based on geographical and beneficiary targeting criteria and implementation methodology and monitor progress in the integration process as well as results and impact;
- Work with Regional Team Leaders, Program Managers and other units to ensure CCFN interventions are integrated wherever appropriate in order to increase impact;
- The HSS Advisor is an active member of the HSS Working Group, serves as the secretary of the TWG and provides full support in all areas of need for which s/he has competence.
F. CCFN Program Responsibilities
- The HSS Advisor will also participate as a full member of the CCFN Program Management Team. This will include active involvement in programs management activities and contribution to development of the team’s priorities; Other responsibilities include:
- Participation in the development and review of project proposals;
- Participation in CCFN strategic planning and implementation of strategic priorities.
- Other Duties as Assigned: Assist PD with other tasks related to the planning, implementation, monitoring and evaluation of SUSTAIN interventions.

- External: Other CCFN SUSTAIN sub grantees representatives (Futures Group, CHAN, Partner Treatment Facilities, CDC, National AIDS Control Agency (NACA), Federal Ministry of Health HIV and STI Control Program, Implementing Partners; National and Regional HIV/AIDS Networks; National and Regional Faith Based Networks.

Preferred Skills: |
- A Master’s degree in a relevant discipline such as medicine, public health (especially related to HSS, MCH, HIV/AIDS, malaria, reproductive health), social science or other field related to international development and/or public health
- Minimum of seven years of progressively responsible experience working for non-profit organizations.
- At least four years of demonstrated, strong technical experience working on health systems strengthening in at least three of the following areas is required: health systems strengthening assessments, health financing, public-private partnerships, human resources for health development, leadership and management capacity development, and high-level policy and strategy development
- Ability to professionally represent CCFN to host government and other organizations;
- Knowledge of CCFN policy operations and procedures highly desirable;
- Supervisory experience;
- Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training;
- Experience working with local organizations on systems development, preferably in a health setting
- Demonstrated capacity to develop and monitor capacity building.
- Demonstrated ability to work collegially, including strong interpersonal, cross cultural, and training/mentoring skills. Experience in multi-agency coordination of programs preferred.
- Demonstrated capacity to work closely with, understand, and support Church partners.
- Experience working with governments at different levels helpful.
- Excellent English language oral and written communication skills.
- Proficiency in MS Office suite, including Word, Excel and Outlook.
