Duties and Responsibilities
The PO GIS Mapping Analyst would be functionally attached to the PPO Systems Manager, Early Warning Centre and operationally attached to the PO Monitoring team. He/She will be posted to the ECOWAS Commission in Abuja with subsequent travel possible as when due. He / She would have the responsibility to:
Provide Geographic Information System (GIS) and Computer Aided Design (CAD) services to support Early Warning Centre operation of the ECOWAS Region’s Geographic Information System (GIS).
Evaluate the need for services and data, and develops work plans, and work products to fulfill requests. The work may include routine to moderately complex geoprocessing and analysis, geodatabase development, data maintenance, map compilation, and development and maintenance of CAD drawings.
Perform all functions seamlessly including problem solving and advanced scripting using AutoCAD and ArcGIS software.
Utilize and imports outside client files into AutoCAD and ArcGIS software.
Transfers data to and from AutoCAD and ArcGIS software.
Perform advanced spatial analysis of data from all GPS units.
Problem solving and trouble shooting of all in-house GPS and geospatial software technology.
Interpret and explains spatial difficulties to project managers and outside clients.
Analyzes, interprets, manipulates and inputs aerial photography data.
Install geospatial software and patches, as well as analyzes and interprets geospatial data.
Learn and utilize capabilities of new geographic software versions.
Handle data creation and performs data change analysis.
Analyze, interprets and evaluates new GIS technology and software.
The Integration of all in-house geospatial software.
Perform any other tasks assigned.
Qualifications/Experience/Skills
Bachelor’s degree or its equivalent in Geography/Geographic systems;
Five (5) years professional experience;
Possession of a higher degree would reduce the required experience to three (3) years;
Knowledge of principles and practices of CAD and GIS and Remote Sensing theory, data collection, and mapping would be an advantage;
Knowledge of aerial photography and geospatial data would be an advantage;
Knowledge of GPS units and software would be an advantage;
Ability to be detail oriented and organized;
Ability to work effectively with various personalities and levels of authority.
Age
Candidates should not be more than fifty (50) years of age. Only citizens of ECOWAS Member States are qualified to apply.
Language
Excellent oral and written communication skill in English / French / Portuguese with a good working knowledge of the second official language.
