JOB SUMMARY:
About the Agency

This position is located in each of the geographic offices in the Africa Bureau: Office of West African Affairs (AFR/WA), Office of East African Affairs (AFR/EA), and Office of Southern African Affairs (AFR/SA). These three offices are the focus for all USAID development assistance matters for 24 bilateral field Missions in the three regions, four regional programs and 20 programs in non-presence countries. In addition to providing guidance to senior management on overall strategy, programs and budget issues, the Office has leadership responsibility for planning, coordinating and monitoring all Agency (USAID) activities in these countries. Incumbent serves as primary office contact with AFR/DP and LPA for coordination of Congressional Notification documents, liaising with CDOs and other offices as necessary.

DUTIES:
Ensures that operating program objectives are met by monitoring budget allocation and execution. Performs in-depth, rigorous analyses of budget requests. Maintains financial databases and other resources, such as program operating plans, scheduling and PERT/CPM models, trade-off studies, life cycle analyses, parametric cost databases, and resource plans. Employs techniques such as cost-benefit analysis and program trade-offs, and explores alternative methods of funding.

Contributes to and assists in the development of plans and programs for technical assistance, capital assistance, and other activities within the sector. Determines regional and country development assistance objectives based on cooperating country requests, perceived needs, U.S. policy, and determined priorities.

Provides guidance and advice concerning program-related or administrative policies and/or management and organizational theories that require considerable adaptation and/or interpretation for application to internal program issues and problems, or where decisions about how to proceed are complicated by conflicting program goals and objectives.

Develops, coordinates, and implements program performance measures to evaluate programs for a major organizational segment of an agency, such as a regional office, center, or major field installation.
QUALIFICATIONS REQUIRED:
Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of qualifying specialized experience at the next lower level for this position includes: Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied; Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
