DUTIES:
- Participates with the Director in providing leadership and guidance for a complex full service HR operation that includes six major organizational divisions Office of the Director, Policy, Planning, and Information Management Division; Employee and Labor Relations Division; Civil Service Personnel Division; Training and Education Division; Foreign Service Personnel Division which are responsible for the development and issuance of appropriate policies and procedures that address a diversity of HR requirements and champion the Agency’s abilities to respond effectively to development challenges.
- Develops, conceives, plans and executes policies and guidelines that affect broad, emerging and/or critical agency programs to include the support for recruitment and deployment of highly skilled technical staff throughout the developing world.
- Serves on interagency councils and boards such as the Chief Human Capital Officer board to establish federal wide HR policies and relationships.
- Oversees studies to develop and implement Agency systems and procedures required by both Civil Service and Foreign Service personnel legislation and other external requirements

QUALIFICATIONS REQUIRED:
Applicants must demonstrate meeting the minimum qualifications (I), technical qualifications (II), and the additional (executive core) qualifications (III) as noted below:
I. Minimum Qualifications: Applicants must possess the knowledge, skills, and abilities to successfully perform the duties of this position. Work experience should be in or directly related to the work of the position and include at least one year of experience providing strategic vision, leadership, and management oversight for a Human Resources program; providing expert policy, program and technical advice on all aspects of Human Resources; and representing an agency’s position on task forces, work groups, and meetings. (This experience must be demonstrated in your resume)
II. Technical Qualifications: In addition to meeting the above, applicants must provide detailed narratives to support progressively responsible leadership experience that is indicative of senior executive level management skills and abilities below:
1. Demonstrated executive/senior leadership experience analyzing, resolving, and developing/implementing innovative improvements to complex program operations and HR problems related to workplace conditions and workforce needs for hardship locations both domestically and internationally.
2. Comprehensive knowledge and expertise in developing and administering large-scale programs, policies, and systems for HR management functions including recruitment, personnel management, human resources information management, executive resources management, career development, labor and employee management and equal employment opportunity rules and regulations in overseas and domestic capacities.
3. Experience managing a large customer service based organization’s corporate culture that focuses on developing innovative policies and programs to recruit and retain technical experience.
4. Demonstrated knowledge of Federal human resources laws and regulations (i.e. benefits, FMLA, EEO, etc.) and their appropriate governing authorities for leading a HR operations component.

*ECQ 3 Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
*ECQ 4 Business Acumen - This core qualification involves the ability to strategically manage human, financial, and information resources.
*ECQ 5 Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizational to achieve common goals.
