PURPOSE OF POSITION:
The mission of the UNAIDS Liaison Office to the African Union Commission (AUC) is to promote the engagement of the African Union Commission (AUC) and the United Nations Economic Commission for Africa (UNECA) in the AIDS response as a priority. The Liaison Office is the UNAIDS interface with the AUC and UNECA. The Liaison Office is under the Partnerships Department within the Management and External Relations Branch and will work in close consultation with the relevant AUC Departments including the departments for Social Affairs, Peace and Security, and for Political Affairs.
The Representative to the AUC also serves as the UNAIDS Liaison Office to the United Nations Economic Commission for Africa (UNECA) and plays a key role in areas requiring expert advice on policy, advocacy and strategic planning.
Main tasks and Responsibilities of the Position:
Under the direct supervision of the Representative to the UNAIDS Liaison Office to the African Union Commission (Representative to AUC), the incumbent contributes to the development and implementation of the work plan of the Liaison Office.
- Develops the evidence base for new approaches by reviewing, providing political analysis and synthesizing policy and research documents and country information related to particular areas of the AUC and UNECA and in relation with the MDGs, with special focus on the AIDS response.
- Promotes effective coordination and collaboration across the AUC and UNECA of UNAIDS work and provides strategic guidance on policies as they relate to the AIDS response.
- Responsible for coordinating the Liaison Office reporting on commitments based on follow up to AU resolutions, with inputs from UNAIDS Country Offices, Regional Support Teams and UNAIDS Headquarters.
Establishes and maintains a depository of key strategic documents related to particular areas of the AUC and UNECA in relation with the MDGs, with special focus on the AIDS response.
- Proactively monitors, develops and follows up on the advancement of policy issues and planning (in terms of content, budget and resources) of the Liaison Office, preparing regular analyses including early identification and warning of problems, and recommendations for solutions.
- Proactively advises the Representative to AUC on time and cost-effective policies and procedures in the field of resource management with impact on the Liaison Office; identifies gaps and advises on the strategic, financial and administrative implications.
- Contributes to developing and implementing communication strategies after identifying opportunities provided by AUC and the UNECA events and activities, and to their reporting, thereafter.
- Contributes to defining strategic directions and mobilizes technical support to the UNAIDS Liaison Office to strengthen AUC and UNECA plans in HIV advocacy, policy and where relevant, programme planning and supports the Representative to AUC, in:
a)Identifying and working with key partners and providing strategic advice to develop and strengthen partnerships including with civil society organizations and other non-state actors;
b)Supporting RSTs coordination of Regional Economic Communities and other local and regional partners on HIV related policy and advocacy matters, as necessary;
c)Promoting AIDS coordination and leadership within UN system participating to UNECA process, AUC/UNECA thematic groups discussions and joint initiatives;
d)Representing the UNAIDS Liaison office in AIDS related initiatives including national and regional conferences and workshops and meetings, as necessary.
All other related duties as required.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in international relations, political science, international development, social sciences or related fields.
Desirable: Post-graduate degree in one of the above fields.
Competencies: 
Broad understanding of AUC, UNECA, Regional Economic Communities (RECs), New Partnership for Africa’s Development (NEPAD) and other African constituencies, complemented by demonstrated knowledge of AIDS issues in Africa in the design of policy, technical assistance and global advocacy strategies.
Excellent organizational, analytical and conceptual skills with regard to complex health and development issues.

Experience:
Essential: At least seven years of work experience at national and international level in advocacy and policy development including experience with an African continental organization, a bilateral or multilateral donor agency on technical cooperation, advocacy programmes and AIDS response related issues.
Languages:
Essential: Advanced knowledge of English with a working knowledge of French.
Desirable: knowledge of another UN official language.
Additional Information:
Positions at the international professional category within UNAIDS may be subject to the Organization’s Mobility Policy. The above mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.
Annual salary: (Net of tax)
67 395 US $ at single rate
72 373 US $ with primary dependants
Post Adjustment: 45.9 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
